At least nine online and eight retail sportsbooks are set to start taking bets in Missouri on Dec. 1, state gaming regulators announced this week.

The Missouri Gaming Commission received over 1,000 separate application documents ahead of a deadline earlier this month, covering online and retail sportsbook requirements as well as a host of other personnel and compliance materials. Among the applications are nine customer-facing mobile sportsbook brands along with in-person sportsbooks at eight Missouri brick-and-mortar casinos.
By law, the earliest either online or retail books can accept wagers is Dec. 1. Applicants that did not postmark their licensing requests by Sept. 12 will not be eligible for the Dec. 1 launch.
Missouri Online sports betting overview
Missouri bettors could see as many as 10 different sportsbooks when mobile wagering begins later this year.
DraftKings and Circa have already earned licensure and are set to go live on the Dec. 1 launch date. The pair earned the state’s two “untethered” licenses, which allows them to receive a license without partnering with one of the state’s casinos or professional sports teams.
FanDuel, the nation’s No. 1 sportsbook by market share, announced its partnership with MLS team St. Louis CITY SC shortly after it lost out on one of the two untethered licenses. FanDuel and DraftKings are the No. 1 or No. 2 operators by market share in each of the roughly two dozen states in which they operate. Officials from both companies told Missouri regulators they expect to be the top two books again in the state.
bet365 announced a deal with MLB’s St. Louis Cardinals earlier this year, the only other sportsbook to affiliate with a Missouri pro sports team. None of the other four eligible teams - MLB’s Kansas City Royals, the NFL’s Kansas City Chiefs, the NHL’s St. Louis Blues, and the NWSL’s Kansas City Current - have announced a sportsbook partner.
Caesars and ESPN BET operator PENN Entertainment both had market access via their operation of Missouri casinos. Both mobile books are set to go live Dec. 1.
Fanatics partnered with Boyd, operator of two Missouri casinos, for market access. BetMGM co-operator MGM, which doesn’t manage a Missouri gaming facility, partnered with Century Casinos for market access.
Underdog applied for a mobile sports betting license but has not announced its required market access partner.
Third-party tech provider Kambi also applied for licensure, but it is unclear how or if it would offer a customer-facing platform. Kambi powers BetRivers’ online sports betting platform, but the sportsbook has not indicated it will launch in Missouri.
As with all other states with mobile and retail betting, online wagering in Missouri is expected to make up the vast majority of legal betting handle.
Retail sportsbook overview
Missouri is set for at least eight in-person sportsbooks as early as this year.
Caesars applied to open in-person books at its Harrah’s Kansas City and Horseshoe St. Louis properties. It has not filed a sportsbook application for its Isle of Capri property in Booneville.
Boyd intends to open Fanatics-branded sportsbooks at its Ameristar properties in the Kansas City and St. Louis areas. Century applied to open a BetMGM book at its Cape Girardeau casino but did not apply to open one at its property in Caruthersville.

PENN applied to open sportsbooks at all three of its properties: Argosy Casino near Kansas City, as well as its River City and Hollywood casinos near St. Louis.
Bally’s and Affinity operate the remaining three Missouri casinos. Neither applied to open a retail sportsbook.
Each eligible applicant could open temporary sportsbooks at their respective facilities with betting beginning on the December go-live date. That could include kiosks or a temporary betting window before a full, typical sportsbook with permanent seating and televisions is completed.
Missouri allows each of the six professional sports teams to open retail sportsbooks within or adjacent to their respective home venues. It appeared none had applied to do so ahead of the deadline.
